A.
OVERVIEW
Mount Royal University is committed to providing a safe and healthy work, learning and living
environment to all members of the University community.
B.
PURPOSE
The purpose of this Policy is:
a. to promote a Smoke-free environment;
b. to provide Designated Smoking Areas;
c. to provide education on programs and resources available to members of the University
community relating to Smoking; and
d. to ensure that the University is in compliance with all municipal, provincial, and federal laws
concerning Smoking and the use Cannabis, Tobacco and Smoking related products.
C.
SCOPE
This Policy applies to all individuals while on University property or any individuals who drive, or
are passengers, in any University Vehicle or personal Vehicles while used for University business.

POLICY STATEMENT
1.
GENERAL
1.1
Smoking and the use of Tobacco, and Smoking Related Products is prohibited in
Indoor Areas, in non-Designated Smoking Areas, and in University Vehicles or
personal vehicles while used for University business.

2.
DESIGNATED SMOKING AREAS
2.1
Smoking and the use of Tobacco and Smoking Related products is restricted to
Designated Smoking Areas.
2.2
The University will clearly identify outdoor areas designated for the purposes of
Smoking Tobacco, and Smoking Related Products.
3.
TOBACCO PRODUCT SALES
3.1
Tobacco and Smoking Related Products are not permitted to be sold on any property
owned or under the care, control or custody of the University or in any University
Vehicle or personal vehicle while used for University business.
3.2
Tobacco and Smoking Related Products are not permitted to be advertised on any
property owned or under the care, control or custody of the University or in any
University Vehicle or personal Vehicle while used for University business.
4. FIELD SCHOOLS
4.1
To ensure a safe, inclusive teaching, learning and research environment, Smoking
and the Use of Smoking Related Products is prohibited while attending University
sponsored activities.
4.2
All members of the University community, while attending field schools, must follow
the laws and customs of the country or area they are visiting regarding the Smoking
of Tobacco or Cannabis.
5. CANNABIS SMOKING
5.1
In accordance with the City of Calgary’s Cannabis Consumption Bylaw, Smoking,
vaping or consuming Cannabis is prohibited on University property.
6.
EDUCATION AND SUPPORT SERVICES
6.1
Human Resources provides Employees with an Employee and Family Assistance
Program. Employees and their eligible family members will have access to health
smart coaching services, which includes but is not limited to, addiction and
substance abuse, and Smoking cessation counselling.
6.2
The University provides members of the University community with health promotion
events. Wellness Services is responsible for providing health awareness and harm
reduction resources relating to the effects of Smoking and Tobacco use.
7.
VIOLATIONS OF THIS POLICY
7.1
Members of the University community who do not comply with this Policy may be
subject to sanctions and/or discipline under relevant University policies or applicable
collective agreements.

7.2
Visitors to the University who are in violation of this Policy may be requested to leave
University property by Security Services.
8.
SPECIAL CIRCUMSTANCES
8.1
Smoking and the Use of Cannabis, Tobacco, and Smoking Related Products for
religious, cultural, medicinal or other grounds protected by the Alberta Human Rights
Act may be accommodated under the University’s Human Rights policy.
8.2
Smoking and the Use of Tobacco and Smoking Related Products in other special
situations may be permitted with the prior written approval of both Security Services
and Health and Safety.

DEFINITIONS
(1)
Cannabis:
means the definition prescribed in
Canada’s Cannabis Act, as
amended.
(2)
Designated
Smoking Area:
means an outdoor area identified by the University for the
purposes of using Tobacco and Tobacco related Smoking
products.
(3)
Employee and
Family Assistance
Program:
means a confidential and voluntary support service that
provides responsive counselling, consultation and information
services for employees and their eligible family members.
(4)
Indoor Areas:
means enclosed spaces owned or leased by the University
including but not limited to buildings and covered parking
(5)
Policy:
m
eans the University’s Smoking policy.
(7)
Smoke or Smoking:
means to carry or possess a lit cigarette, cigar, pipe, electronic
cigarette, personal vaporizer or electronic nicotine delivery
system or to use a Tobacco and Smoking Related Product in
any manner, or the smoking of any other substance, including
Cannabis.
(8)
Tobacco and
Smoking Related
Products:
includes all:
• tobacco-derived products including but not limited to:
cigarettes, cigars, cigarillos, pipes and hookah
products; oral tobacco and nasal tobacco, but
excluding nicotine gum and transdermal nicotine
patches;
• electronic cigarettes, personal vaporizers and
electronic nicotine delivery systems; and
• products that, when used, mimic or simulate smoking

University Vehicle:
means any vehicle, including aircraft, rented, owned or leased
by the University or by a University employee for use in the
course of their employment
